The Administrative Provisions on Registration of Overseas Manufacturers of Imported Foods released by General Administration of Customs, P.R.China (GACC) on April 13, 2021, which will be come into effect starting from 1 January 2022.
New Regulation :
1. Overseas manufacturers and enterprises of imported food shall obtain the registration approval from the General Administration of Customs for People’s Republic of China (GACC) .
In the New regulations provisions relating to the Registration List were removed, and currently the registration scope for food registration has been expanded to all imported food categories, therefore the current food categories of aquatic products, meat products, dairy products (including infant formula) and edible bird’s nest, overseas manufacturers product any food categories (such as health food, food for special medical purposes, and even beverage, candy, etc.) need to do the registration as from 2022.
2. There will be two ways to register factories according to different food categories, One is “by recommended to China Customs (GACC) from the exporting country’s competent authority ( local authority)”, the other one is “by the manufacturer to apply for GACC through entrusted agent in China ”.
Recommended for food registration by local authority to GACC :
Meat and meat products, casings, aquatic products, dairy products, bird's nest and bird's nest products, bee products, eggs and egg products, edible fats and oils, stuffed pasta, edible grains, grain milling industrial products and malt, fresh and dehydrated vegetables and dried beans, seasonings, nuts and seeds, dried fruits, unroasted coffee beans and cocoa beans, special dietary foods*, health foods.
Recommended for food registration applied by the manufacturer himself or by the help of entrusted agent in China to GACC:
Beverages, convenience food, biscuits, canned food, frozen drinks, potatoes and puffed foods, sugar and confectionery products, tea and related products, alcohol, starch and starch products, soy products and all other food categories other than those mentioned above.
