Major changes from GACC regarding poultry-meat origin canned pet food restrictions

Major changes from General Administration of China Customs regarding poultry-meat origin canned pet food: poultry meat origin canned pet food is no longer restricted from Avian flu outbreaks countries and regions.


General Administration updated the pandemic warning list for country and region in February 8th 2022, with 2 major changes:


1. Poultry meat origin canned pet food restriction is terminated

Canned pet food of poultry meat origin that has been sterilizedly processed with at least F0 of 3 or at/above high temperature (121°C) and high pressure (103.4kPa) is not restricted from avian influenza outbreaks.

That means that treats or staple foods containing poultry meat from the exporting country are allowed to be exported to China as long as they meet quarantine requirements. It undoubtedly opens an door for many countries' poultry origin pet food, making it easier to enter China and occupy market rapidly.

2. Poultry products and poultry by products from Spain and Moldova are banned.

In the past few years, Spain is the only country who is allowed to export poultry origin pet food to China among all European countries, because there is no avian flu pandemic in Spain. The new ban will affect exports from Spain to China.

Joint Announcement No.15, 2022 of the Ministry of Agriculture and Rural Affairs of the General Administration of Customs (Announcement on preventing the highly pathogenic avian influenza from Spain and Moldova streaming into China)


Officials in Spain and Moldova have informed the World Organization for Animal Health (OIE) of outbreaks of highly pathogenic H5N1 avian influenza in their domestic country. To protect the safety of animal husbandry in our country, prevent the introduction of epidemic disease, Ii accordance with “the customs Law of the People's Republic of China”, “the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine” and its implementation regulations and other relevant laws and regulations, the announcement is hereby made as follows:

1. Direct or indirect import of poultry and related products from Spain and Moldova is prohibited (products derived from poultry that have not been processed or that have been processed but are still likely to spread disease)

2. It is prohibited to send or carry poultry and poultry products from Spain and Moldova. Once it is detected, it will be returned or destroyed.

3. Poultry and poultry products from Spain and Moldova detected on entry vessels, aircraft, road vehicles, railway trains and other means of transport shall be sealed up, and shall not be unsealed or used without customs approval during their stay or operation in China. During the period of stay or operation in the territory of the People's Republic of China, they shall not be unsealed and used without customs approval. The unloaded wastes and swill shall be treated for animal and plant quarantine and disinfestation under the supervision of the customs, and shall not be discarded without authorization. In case of any avian flu epidemic on board the conveyance, it should strictly supervise and carry out epidemic prevention and disinfection according to laws.

4. Poultry and poultry products illegally imported from Spain and Moldova intercepted by border defense authorities shall be destroyed under the supervision of customs.

5. Any violation of the above regulations shall be dealt with by the customs in accordance with the relevant provisions of the Customs Law of the People's Republic of China, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations.


This announcement shall come into force as of the date of promulgation. Hereby announce.
